The Fulbright Foreign Student Program is a fully-funded program that provide opportunities for researchers in African Universities to conduct their doctoral research in the US while developing their potentials. The US Department of State funds this program.


The Fulbright Foreign Student Program is designed primarily to strengthen the capacities of African universities through higher degree training and to develop the potential of their academic staff. It is open to young and up-and-coming faculty members who wish to conduct their doctoral research in the United States.
From its inception, the Fulbright Program has fostered bilateral relationships in which citizens and governments of other countries work with the US to set joint priorities and shape the program to meet shared needs. The world has been transformed in ensuing decades, but the fundamental principle of international partnership remains at the core of the Fulbright mission.
The Fulbright Foreign Student Program is a research program funded by the US Department of State and administered by the Institute of International Education (IIE) in New York.

What The Fulbright Foreign Student Program does not provide

The Fulbright Foreign Student Program does not cover the travel of dependents. Hence grantees will not be allowed to travel with spouses and children to the United States.

  • Applicants must be citizens or nationals of participating countries, or permanent residents holding a valid passport issued by the government of the participating countries.
  • Applicants must be DOCTORAL OR Ph.D. students who have completed a significant amount of their doctoral program in universities in their home country and have the endorsement of their home institution.
  • Note: MASTERS and First-Degree applicants are NOT qualified to apply for this program.
  • Applicants must have an outstanding academic record and a high level of English proficiency.
  • Applicants must take their first TOEFL exam by May 2020.
  • Applicants must meet the minimum score on required standardized tests (TOEFL: a score of 90)
  • Applicants must have high motivation and a serious commitment to completing the program as scheduled and to returning home.
  • Only applicants with persuasive proposals, outlining their research objectives, methodology, time-frame, and justification for researching in the US will be short-listed for interviews.
  • Preference will be given to applicants who have not studied in the US.
  • Those in business, law, and accounting should understand that most US institutions rarely accept research students in these fields due to the high demand for full-time programs and tuition concerns. Therefore, we face enormous challenges in finding placements for such grantees unless their proposals are tilted toward economics, development-related areas, democracy, human rights, and conflict resolution.


The areas eligible for the Fulbright Foreign Student Program are Science, Engineering, Technology, Arts, Journalism/public relations/media studies, Agriculture/food science, Economics, Environmental science, International relations, Political science, public administration/policy, Public health, and Tourism.

Hard copies of official academic transcripts from higher institutions should be forwarded to the office by regular mail. Kindly check your country requirements for details.

  • Three letters of reference specifying the personal, academic, and professional competence of the candidate (submitted electronically and attached to the online application).
  • Student copies of academic transcripts from each post-secondary institution attended should be scanned and attached to the online application if available.
